Assessment Defers Decision on Maintaining or Integrating Korail-SR Competition
A governance subcommittee deferred judgment on maintaining or integrating the public-rail competition system because the normal operating period available for analysis was limited. The integration side cited up to KRW 40.6 billion in annual duplicate-cost savings, while the competition side cited KRW 150.6 billion in average annual additional fare discounts.

Separation of Suseo High-Speed Rail and the Privatization Controversy
The controversy began in 2012 when the Ministry of Land, Infrastructure and Transport, then known as the Ministry of Land, Transport and Maritime Affairs, pursued a plan for a private operator to run Suseo KTX. The government later shifted to a separate competitor funded by Korea Railroad Corporation and other public institutions, leading to the establishment of SR Co., Ltd. and SRT service. Debate continued over separating profitable high-speed rail operations, railway public services, 5.6% compound-return put options for public investors, duplicated operating costs, and passenger benefits until the two institutions were reintegrated in 2026.
